The Director of the Office of War Mobilization and Reconversion was successively James F. Byrnes, October 1944 - April 1945; Fred M. Vinson, April - July 1945; John W. Snyder, July 1945 - June 1946; and John R. Steelman, June - December 1946. The Director issued such orders and directives as were necessary to coordinate to activities of executive agencies in relation to problems of war and later of reconversion from war to peace, and he recommended to Congress such legislation as he considered necessary to facilitate the solution of these problems. He caused studies and reports to be made to ensure the simplification, consolidation, or elimination of emergency war agencies. He was assisted by Deputy Directors for War Programs, for Agriculture, for Information and Reports, and for Manpower Liaison and Coordination, and by other assistants. The Director appointed a special panel to discharge his statutory responsibility for approving the continuation of any prime war contracts no longer needed for the prosecution of the war but of benefit to the Government. An Executive order of October 17, 1946, made him chairman of the President's Scientific Rsearch Board, which was established by the same order.
